Brief of the work done On 2/12/2019 at about 2.00 p.m., while OC/NSK PS was in his office one of his source man appeared at his office and informed that there is a Heroin (brown sugar) laboratory at the residence of Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village, PS- Nongpok Sekrnai. Accordingly, a combined team of Thoubal District Police comprising of Sachidananda Soibam, MPS, Addl. SP(OPS)/TBL, Shri Th. Deshorjit Singh, MPS, Addl. SP(L&O), Inspt. N. Sadananda,Singh, OC CDO-TBL, S.I. N. Sudhir Singh of TBL-PS, S.I. S. Bhubhon Singh of TBL-PS, Commando teams consisting of Hav. Md. Kamal Hassan, Hav. W. Amarjit Singh, H C. Ch. Mani Singh and a column of 26 A.R. led by Maj. Vikas Rana of Chandrakhong COB, F-Coy under the supervision of Dr S. Ibomcha Singh, MPS, Superintendent of Police, Thoubal District with necessary equipments including the source man rushed immediately towards the residence of Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village. At around 2:40 pm, on reaching at Sada Khumbi village, the source man pointed out the house of Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village. Afterwards, the police team approached the house and there was some stringent smell coming out of the house. After a while, the police team called out the inmates of the house and one unknown person who identified himself as the owner of the house namely Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village came out who disclosed that he has carried some illegal activities of manufacturing of Heroin (Brown sugar) in his house. On searching the shed in presence of Shri Sachidananda Soibam, MPS, Addl SP(OPS)/TBL, the police team found two large plastic sacks containing suspected contraband Heroin (Brown sugar) marked as "Hasina Man Jayegea" followed by "Kanniya Trading company" and white crystal sugar respectively. On further searching, the team detected the following items which are used in manufacturing the contraband drugs items (1) four rubber hand glove (2) one white cloth (3) 127 nos. of empty Tobacco cane (4) one tarpaulin khagi in colour (5) two wooden pressing board (6) three plastic. Further, a team of FSL, Pangei was requisitioned for conducting preliminary tests on the above recovered 2(two) exhibits containing suspected contraband drugs. On preliminary testing by FSL, Pangei team, the 2 (two) exhibits gave positive results of Heroin (brown sugar). All the above 2(two) exhibits are weight by using weighing balance with the weight of containers in presence of the Gazetted Police Officer witness which are given as under: (1) 14.316 kgs of suspected brown sugar contained inside one plastic sack marked "Hasina Man Jayegea followed by Kanniya Trading company" (2) 26.305 Kgs of suspected brown sugar contained inside one plastic sack marked "white crystal sugar''. The recovered drugs items were seized by preparing formal weighing and seizure memo at 3:30 pm from the possession of Ningkhangiam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village and arrested the accused person Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village by preparing formal an arrest memo at 3:40 p.m. On the follow up action, from the disclosure of Ningkhangam Awungshi (39) S/o Late Sangchuti Awungshi of Sada Khumbi village, the combined team including FSL, Pangei team rushed to the house of Wungreingam Awungshi (45) S/o (L) Shangchuti Awungshi of Sada Khumbi Village and there was also some stringent smell coming out of the house. After a while, called out the inmates of the house and one unknown person who identified himself as the owner of the house namely Wungreingam Awungshi (45) S/o (L) Shangchuti Awungshi of Khumbi Village came out who disclosed that he has carried some illegal activities of manufacturing of Heroin (Brown sugar) in his house. On searching the house and surrounding in presence of the Gazetted Police Officer Shri Sachidananda Soibam, MPS, Addl. SP(OPS)/TBL, the police team found two plastic packed containing suspected contraband Heroin (Brown sugar) from the back side of the house. On preliminary testing by FSL, Pangei team, the 2 (two) exhibits gave positive results of Heroin (brown sugar) and found weighing 502 grams and 170 grams respectively when weighed by weighing balance with plastic. On further searching, the team detected the following items which are used in manufacturing the contraband drugs items. (1) one lime bag marked as Star Brand lime, weighing 9.536 kg with plastic (2) one wooden pressing board (3) one water bride (4) One bottles of Ammonium Chloride, weighing 50 grams when weight (5) three camouflage bag (6) one Plastic Jerrycane of 20 litres capacity containing suspected Morphinated liquid, containing 10 litres when measured. Further, detected a sum of Rs. 2,80,000/ (two lakh eighty thousand) from the wooden Almirah which is the sale proceed of contraband drugs. The recovered drugs were also seized by preparing formal weighing and seizure memo at 4:30 pm from the possession of Wungreingam Awungshi (45) S/o Late Sangchuti Awungshi of Sada Khumbi village and arrested the accused person Wungreingam Awungshi (45) S/o Late Sangchuti Awungshi of Sada Khumbi village by preparing formal an arrest memo at 4:40 pm. Hence the case.

Brief of the work done On 03/12/2019 at about 03.30 p.m., based on a credible information that some active members of PLA unlawful organization were loitering in and around Waithou Bazar, a joint team of Commando Unit Thoubai led by Addl. SP(Ops)/TBL, OC/CDO-TBL and a column of 26 AR under the overall supervision of SP/TBL conducted search operation at Waithou Bazar. During the search operation, one suspected person was detained for verification. On verification, the individual identified himself as Ngangom Surjit Singh @ Koko (35) S/o (L) Ng. Shamungou Singh of Ningomthong Bazar, a S/S Lieutenant of PLA and now working as Liason Officer of RPF/PLA. Hence the case.

Brief of the work done On 19/12/2019 at about 12:55 p.m., received reliable information from District Intelligence Branch (DIB), Thoubal that some active members of unlawful organization, RPF/PLA are loitering in and around Babu Bazar area. Acting on the credible information, a team of CDO Unit, Thoubal led by Shri Sachidananda Soibam, Additional Superintendent of Police (Ops), Thoubal assisted with inspector, N. Sadananda Singh, Officer-in-Charge, CDO Unit, Thoubal under the supervision of Superintendent of Police, Thoubal rushed to the area and conducted search of suspected persons. In that, one unknown person was found standing at Babu Bazar in a very suspicious manner. Due to his suspicious nature, he was detained for verification. On preliminary verification, the individual identified himself as Chingsubam Salaingamba Meetei @ Araba, 40 yrs. S/o Late Ch. Binodkumar of Soibam Leikai Ayangpalli road, S/S Sergeant Major of RPF/PLA. Further he disclosed that he joined the organization on May, 2010 through one Dilip of Soibam Leikai and got 45 days basic military training at Eastern Nagaland, Myanmar under Army No. 3220 of 2011 batch and he was promoted to the rank of S/S Sergeant Major on June, 2019. He also revealed that he is posting at GHQ, Nongket, Myanmar and working under the command of one S/S Lieutenant Ningthem of RPF/PLA. As such, he was arrested at 1:45 p.m. of 19/12/2019 from Babu Bazar by observing formalities and handed over to Officer-in-Charge, Thoubal Police Station for taking further necessary legal action against him. Hence, the case.

Brief of the work done On 31/12/2019 at about 8:30 a.m., received reliable information from District Intelligence Branch (DIB), Thoubal that some active members of unlawful organization, KYKL are loitering in and around Thoubal Bazar area. Acting on the credible information, teams of CDO Unit, Thoubal led by Shri Sachidananda Soibam, Additional Superintendent of Police (Ops), Thoubal under the supervision of Shri Dr. S. Ibomcha Singh, MPS, Superintendent of Police, Thoubal District immediately rushed to the said area and conduced search of suspected persons. During the search, 4(four) unknown youths were found standing at Thoubal Wangmataba near Magic parking in a very suspicious manner. Due to their suspicious nature, they were detained for verification. On preliminary verification, they identified them self as (1) Leishangthem Amujao Meitei @ Ngamba (27) S/o (L) L. Joy of Thoubal Leishangthem (2) Sadokpam Nongpoknganba Meitei @ Nanao (18) S/o S. Kaoremba of Phanjakhong Maning Leikai (3) Khangembam Athoi Singh @ Naotomba (21) S/o K. Manglemba of Samaram Mayai Leikai and (4) Mayanglambam Khoiraba Meitei @ Achouba (20) S/o M. Ingocha of Kakching Khunou Awang Leikai active members of KYKL. Furhter, Amujao disclosed that he joined KYKL in June, 2018 through one Kshetrimayum Brojen (31) S/o Ksh. Jibon of Thoubal Leishangthem Bazar. He got 45 days basic military training at Tanan Training Centre, Myanmar under Army No. 001 of 38tn Batch of KYKL. On further verification, Nongpoknganba, Athoi and Khoiraba disclosed that they joined KYKL in September, 2018 through one Inao and they got 45 days basic military training at Tanan Training Centre, Myanmar under Army Nos. 008, 004 and 007 respectively of 38th Batch of KYKL. As such, they were arrested at 9:25 a.m., 9:30 a.m., 9:35 a.m. and 9:40 a.m. respectively of 31/12/2019 from Thoubal Wangmataba near Magic parking by observing formalities and handed over to Officer-in-Charge, Thoubal Police Station for taking further necessary legal action against him. Hence, the case.
